Incompetence or fraud?

I accept the results of the vote, in that I will have a cell phone thief as head of state, but I would like to find out from the “competent authorities” where 87339 initially inexistent voters appeared from. I am but a curios citizen who knows how to read and count :)

1. As per this file which was downloaded from the site of the Central Electoral Office, there were 18212970 voters.

2. As per this recording, there were a total of 18300309 voters. Which is this?

I would like to find out the truth about the 87339.
