Art. 25 paragraph (6) of the Regulations regarding the Professional Activity of the Students of the University of Bucharest, as adopted on March 23, 2006 (archived here):

Students whom, at the end of their studies, having gone through the number of semesters (years of study) specified in the learning plan for the duration of the studies, have failed to complete their school obligations and have a maximum of 5 failed exams, may request an extension of their schooling duration by 1 – 2 semesters as per the conditions of art. 58 of the Education Act (with tax) and as per the decisions of the Department Council.

Art. 23 letter d) of the Regulations regarding the Professional Activity of the Students of the Political Science Department of the University of Bucharest, as adopted on October 5, 2005 (archived here):

Students whom, at the end of their undegraduate studies, having gone through the number of semesters specified in the learning plan for the duration of the studies, have failed to complete their school obligations and have a maximum of 5 failed exams in the last 3 semesters, may request an extension of their schooling by 1 semester, as per the conditions of art. 58 of the Education Act (with tax).

Not that I’d be interested anymore, but what’s the dillio?
Do we apply the “pissing contest” principle (University of Bucharest vs. the Political Science Department) or the legal principle according to which the most favorable provisions apply?
