Translated excerpt from a notice on the university billboard:

Students that are registering take exams failed in previous years must provide the secretariat with the receipts for the failed exam reexamination taxes (20 RON/reexamination).
Entrance to the exam is conditioned by registration and proof of payment.

This wile the “Regulations regarding Student Professional Activity” (page archived here), art. 9, letter d) states:

For each discipline, the student may take exams no more than 2 times for free. Should the student fail to obtain a passing grade the second time taking the exam, the student may request a single additional paid reexamination as per the conditions of art 58 of the Education Act.

Now… me knowing Romanian (cause that’s the language these were originally written in) and having minimal legal knowledge (OK, not minimal, but that doesn’t really matter) that means that one could take an exam for free the first time, when one took the course, and take the exam a second time, for free again, when one first registers for a reexamination exam… And after that pay for it. But if you’re the silent type (dumber, from my point of view), you pay up.

And because I don’t want to be an ass I must admit that this is the way the cookie has been crumbling at this wonderful college long before its dean, Cristian Preda, became Presidential Counselor (page archived here) to El Presidente, but I am sure he knows of these department policies.

From the cycle of bad stuff that I was “lucky enough” to witness studying here, I could include the mandatory requesting of a debit card from the Romanian Commercial Bank as part of academic year registration (which was canceled only after quite a number of students raised up a shit-storm and in the end no requested card - because most students requested it - was ever issued - apparently someone [I wonder who] made sure that the Legal Department of the Romanian Commercial Bank received clear information about what and most specifically how the University of Bucharest went about these cards) and one more thing which I’m keeping under wraps right now - till I get all the necessary information and publish everything - about the various ways and means of making a (slightly illegal or at least unethical) buck from education.

PS: This article was written in this blog about 3-4 weeks ago. Seeing as yesterday was the day when the final exams were held and the Political Science Department lost any and all power of making Z’s life hard, Z pressed Publish :D

PPS: I hated myself for keeping this article unpublished. Keeping my mouth or my blog silent (even for my own sake) is so difficult.
